INDUSTRY OPEN DOOR DAY
The Government of Mongolia is organizing Open Door
Days at the central square to introduce its activities and offer government
services to the public between September 17 to September 27. Within
the framework of the Government Open Door Days event being held these days,
Ministry of Mining and Heavy Industry organized an open-door day event on
September 25. More than 40 entities working in the mining industry, which
accounts for 86 percent exports of Mongolia and one fourth of the country’s
total budget revenue, are taking part to introduce their activities.

Heavy Industry development and implementation program of 2019 to 2023.
Moreover, largest mining companies in Mongolia Erdenet Mining Corporation, Oyu
tolgoi, Erdenes Tavantolgoi, Darkhan Metallurgical Plant, Monrostsvetment and
MAK as well as Mineral Resources Authority, Central Laboratory of Mining,
University of Science and technology and Geological Research center introduced
their operations.

MONGOLIA’S GROWTH TO EASE TO
MORE SUSTAINABLE LEVELS IN 2019 AND 2020 — ADB
Mongolia’s economic
growth is expected to moderate but remain solid in 2019 and 2020 as the country
moves to a more sustainable growth path.
In its Asian Development Outlook
(ADO) 2019 Update, the Asian Development
Bank (ADB) projects Mongolia’s economic growth at 6.7% in 2019 and 6.1% in
2020, from the 7.2% growth rate recorded in 2018. ADO is ADB’s flagship annual economic
publication.
Growth in the first half of 2019 was boosted by strong domestic demand and
expanding mining and construction sectors. The remainder of the year will see
growth easing due to lower demand in the People’s Republic of China (PRC) and
import growth fueled by domestic demand, according to the report.
“Economic growth was faster than expected in the first half of 2019,” said
ADB’s Country Director for Mongolia Ms. Yolanda Fernandez Lommen. “Mongolia’s
growth prospects continue to be positive going into 2019 and 2020, although
slowing growth in the PRC will have an impact on Mongolia’s export sector.”

MINERS EARN THE MOST
People working in the mining and quarrying sector
earn the highest, with monthly salaries averaging 2.6 million MNT, whereas
those working in accommodation and food services earn the lowest at around
700,000 MNT in Mongolia, according to the National Statistics Office.
The office released a new social and economic report for August. The report
showed that the national average monthly wage reached 1.16 million MNT, up by
13.2 percent, or around 135,000 MNT, compared to the same period of last year.
Experts assessed that the rise was attributed to wage rises in various sectors,
mainly administrative and support assistance service, arts and entertainment
sector, and construction sector.
Based on the report, employees working in the mining and quarrying sector earn
double the national average wage rate and other high paying sectors are utility
supply sector (1.49 million MNT a month), manufacturing (1.19 million MNT), and
transportation and storage sector (1.18 million MNT).

NEW PROJECT IN AGRICULTURAL
SECTOR TO COMMENCE IN 2020
The document of a project ‘Formulation of master
plan on the agricultural value chain’ was signed today by officials of the
Ministry of Food, Agriculture and Light Industry (MOFALI), National Development
Agency (NDA) and Japan International Cooperation Agency (JICA).
The 3-year project will commence in January 2020, to which JICA will render
supports in the formulation of the Master Plan (MP) and its Action Plan (AP) to
strengthen agriculture and livestock value chains that can effectively link
production, distribution, processing and sale/export based on market needs.
The project will also conduct pilot activities such as promotion of processed
vegetables and milk collection logistic improvement.
Agriculture and animal husbandry are one of the key industries in Mongolia, but
the fields are being still encountered by challenges such as overgrazing,
grassland degradation and unstable food production. In addition, technological
modernization and improvement of distribution networks are demanded in the
sector.

SEEKING WAYS TO ELIMINATE
POVERTY TOGETHER
The national conference themed ‘Seeking ways to
eliminate poverty together’ took place on September 25 at the Mongolian
National Chamber of Commerce and Industry (MNCCI). The purpose of the
conference is to support home or small businesses by domestic largest entities.
“To reduce poverty, we must raise citizens’ income through increasing jobs. By
doings so, tangible achievements will be made. Domestic companies and entities
will play important role in it. There are plenty of opportunities in businesses
and economy. First of all we should encourage private sector,” Chairman of the
MNCCI O.Amartuvshin said.
According to the 2018 study by the National Statistical Office, 28.4 percent of
total population of Mongolia is living in condition underneath the poverty
line. Comparing with the performance in 1995-1997 when it was 35 percent,
substantial changes have not been made, attendees highlighted at the
conference.

YOUTH UNIONS RELAY PUBLIC ANGER
AT SLOW RENOVATION OF UB-DARKHAN ROAD
Earlier today (24 September), representatives from
the Youth Union of Darkhan, Selenge and Orkhon Provinces held a press
conference about financing issues and public anger over the reconstruction of
the 205 km long highway between Ulaanbaatar and Darkhan. The road is being
renovated with four-lanes and concrete surfaces in accordance with
international standards.
According to the representatives, a Facebook group has been created for
receiving complaints and problems from the public regarding the construction of
the road. To continue their public awareness campaign, they plan to hold a
photo exhibition on Ulaanbaatar’s Sukhbaatar Square on 15 October to the show
process of road construction and the many potholes which have caused so many
accidents in the past. According to the group, more than 300 people have died
and other 100 have been injured in over 200 accidents on the road between
Darkhan and Ulaanbaatar in the first half of 2019 alone! In addition, 57 criminal
cases have been filed in connection with road accidents.

MONGOLIA LAUNCHES NATIONAL
CAMPAIGN TO REDUCE TRAFFIC ACCIDENTS
Mongolia launched a national campaign on Tuesday to
reduce traffic accidents, local authorities said.
The two-month campaign, co-organized by the country’s Ministry of Road and
Transport Development and the Traffic Police Department, aims to promote safe
driving.
During the campaign, the organizers will offer information about the
consequences of traffic accidents via traditional and social media, and give
lectures on how to prevent road accidents and drive safely, according to
authorities.
In addition, police officers are expected to carefully monitor existing
surveillance cameras along roads and intersections, authorities said.
“Many people have been dying on roads in Mongolia, which is one of the most
peaceful countries in the world. So, we are launching the campaign called
‘Let’s Follow Traffic Rules’ to reduce road accidents and create a traffic safety
culture,” Enebish Bukhbat, head of the prevention division at the Traffic
Police Department, told a press conference.

TRADITIONAL HERDING – EDITORIAL
Exploring the vastness
of Gobi Desert in the 13th century, Marco Polo proclaimed it to be filled with
“extraordinary illusions.” Today, Oyu Tolgoi, one of the world’s largest
copper-gold mines, rises among Mongolia’s traditional herding lands, shimmering
like an illusion across the steppe’s treeless, grassless plains.
Mineral-rich Mongolia, labelled “the next Qatar” by The Economist, is
experiencing an unparalleled mining boom. But as mega-mines like Oyu Tolgoi
ramp up production, they are creating distrust and conflict with herder
communities.
The rapid rise in mineral extraction now raises the question, “Can herding
survive mining?”
Today, these adaptive strategies are being further threatened by resource
extraction. Mines can have negative environmental and socioeconomic impacts on
herder livelihoods, from landscape degradation, dust emissions and water
pollution, to a loss of traditional practices, community displacement and
corruption.

MONGOLIA TENDERS 10 MW SOLAR
PLANT IN KHOVD PROVINCE
Mongolia’s Ministry of Energy is seeking contractors
to develop and construct a 10 MW solar power plant in Khovd, the administrative
centre of the province of the same name in the westernmost part of the country.
The project is backed by the World Bank’s International Development
Association, which offers concessional loans and grants to the world’s poorest
countries.
The selected developers will also be required to build a 35/110 kV substation
and a 110 kV overhead transmission line to connect to the nearby Myangad
substation and will provide operations and maintenance services for three years
after the solar project is commissioned.
Developers have until November 15 to submit their bids.

ERDENES TAVAN TOLGOI GRANTED
ISO CERTIFICATIONS
Within the integrated management system
“Erdenes-Tavantolgoi” JSC introduced international ISO 9001, 14001 and 45001
standards to their operations. On September 18, 2019 representatives of
“Erdenes-Tavantolgoi” JSC, Mr. Batsaikhan Bekhbaatar /Director of business
management/ and Mr.Erdenekhuyag Navaandemberal-/Branch director/ are
obtaining the certification in ISO standards, awarded by Mrs. Myriam
Augereau-Landais Director of International business at the AFNOR group
headquarter in Paris.
In preparation on comprehensive development of the Tavantolgoi deposit and
preparation to conduct an IPO by selling up to 30% of the company shares on the
international and domestic stock markets since 2017, company started
preparation work for the implementation of standards, as ISO 9001: 2015 Quality
management, ISO 45001: 2018 Occupational Health and Safety management and ISO
14001: 2015 Environmental management.
In consultation with “MonCertf” LLC, ETT established a working group with an
international consultant of the “AFNOR” group, which conducted a preliminary
audit to verify standards.

XANADU MINES RECEIVES MORE
EVIDENCE OF POTENTIAL SHALLOW OXIDE GOLD RESOURCE IN MONGOLIA
Xanadu Mines Ltd has received broad high-grade
results from the Golden Eagle oxide gold target at its flagship Kharmagtai project
in southern Mongolia.
These results from nine shallow drill holes are encouraging and indicate the
potential for a near-surface oxide resource.
The potential for alluvial gold above Golden Eagle is also being assessed with
promising results to date.
Xanadu’s chief executive officer Dr Andrew Stewart said, “We are very pleased
by the first drill results from the oxide zone at Golden Eagle.
“This represents the largest zone of oxide gold at Kharmagtai and this initial
drill program is designed to expand the system and confirm continuity of oxide
gold mineralisation.”
One hole returned 30 metres at 1.34 g/t from 37 metres, including 8 metres at
3.34 g/t from 38 metres and within this was 6 metres at 3.94 g/t from 40
metres.

MIAT TO LEASE BOEING 787-9
DREAMLINER FOR DIRECT FLIGHTS TO US
Mongolian Airlines, MIAT, the country’s national
carrier has signed an agreement with the American Air Lease Corporation to
lease a Boeing 787-9 Dreamliner aircraft capable of long-haul direct flights to
the USA. The plane is expected to arrive in Mongolia and be put into operation
by 2021; the two sides have yet to agree on price.
The Boeing 787-9 Dreamliner, is a wide-body aircraft with great range
flexibility and twin-engines, uses 20 percent less fuel than similarly-sized
airplanes of Boeing, such as the Boeing 767. New engines, the increased use of
lightweight composite materials and more efficient systems applications all
contribute to the 787’s overall performance.
MIAT is working to open four new destinations and plans to operate direct
flight to the USA starting from 2021 after gaining the all-important nonstop
flight permit.

Peter Epstein of Epstein
Research speaks with Peter Leaman, SVP exploration of Kincora Copper, after the
company released the first of its drill results.
Peter Epstein: Can you
please provide an overview of your background and your role at Kincora?
Peter Leaman: Yes. I have
40 years’ exploration experience, 28 with BHP, and I’m still involved with
PanAust (since 2010). I’ve witnessed firsthand multiple copper and gold
discoveries, including the Reko Diq deposit. My current role at Kincora is
senior vice president of exploration.
I joined Kincora in late 2016, after the company consolidated the dominant
position in the Southern Gobi copper-gold belt and regained full access to the
Bronze Fox project. I am a member of the technical committee including Chairman
John Holliday.
